“Off-planet power huh? We will need to do a survey...” then Miles drank more water. “So... Ozerov... tell me your view on the JLA.”
“The Man of Steel is a figure... most heroic” went Ozerov. “He is the symbol of justice. He is the peace that we must all strive for. Seek to justice. Use power with goodness. Fail that and you bring your own destruction. This makes it symbolic that Superman is the one of most power. I cannot compare Corcusant to Superman since I do not know the full measurements of power that Corcusant have but keep in mind that the most firepower is not going to gain victory. It is the will of the people that brings victory. That is my view on the matter.”
“Right” went Miles. “How is your view be on this matter most super, Chancellor Ayane?

Well, aside from the jerkyness he shows. The JLA would perhaps be the nation that we respect and trust the most. Even if he is hunting for the elusive batman.

“So... we are all safe from the JLA... as long as you are not evil” went Mils. “Now to the next issue: the issue of spying. Should this “honest” business be supported, discouraged or else? We have a man of espionage among us on the issue of “should we be spying on people and committing other acts of intrigue?” To the Voice of Spies, George Chaput, I ask: should nations commit acts of espionage?”
“To not is to be naive” went Miles, stroking his chin with his smirk. “I am a member of a important part of global stability via allowing us to test the honesty of others, to commit damage without the need of war (if the Shadow Directory is directed to such acts of course), allow us to... “barrow” things that people want to keep all to themselves, allow us to aid those we like and give nightmares to those we dislike...”
Boos from those honest radicals from the crowd at Chaput.
“People are so naive... it is sickening when people think that they should trust each other... that would lead to the most tragic wars you know.” Chaput then drank some water and tipped some water to hit the ground. “Balance and stability is maintained from the work of those who do not work in light but rather in darkness. It is the Shadow Guild that allows the S.U.D.S to get needed technology data for the development of all and the information to know thy fellow nations. It is the Shadow Guild that organises all the secret stuff which allows the security of the S.U.D.S. It is I who help speak for the Shadow Directive and serve as the head of the Shadow Guild’s communications. All in all: without my business you would all be fighting each other more because your distrust will not be able to fuelled with reason. That is all I have to say... on the matter.”
“Well” went Miles as Chaput sunk into his chair. “I will now ask Antilles about her view on espionage.”

Given that this has become a recent issue for the Republic. Nations should be allowed to, so long as they understand the consequences of their actions. It works defensively, not just offensively as Chaput alludes to. Espionage can be used to, keep tabs on other spies as well as bolster the nation's own counter-intelligence by keeping said dishonest spies at bay.
When I refer to understanding the consequences, not many nations appreciate having their things "barrowed" and would happily toss the spy in question into a supermax prison to serve a length in prison before being deported or death row or executed on the spot. Depending on the situation of course.

Before Chaput could give a snarky remark, Miles stated “I see defence over offence as a good policy I guess. To Ozerov: what is thy view on the matter?”
“Secrets and mistrust can cost countless lives” spoke the Professor. “I would like it if we shared all our technologies with each other but the acts of... criminality is not the solution to the problem. We are not honest; hence we go to war. Honesty is the best policy. It is the policy of science and science is the fuel of the revolution. I would suggest we set ways to speak of the true feelings and not commence power games that end with over a million deaths. Such is what happens in such games. That said I think we need to share our technology. The setting up of an international technology agency... something that we could call the Terran Agency of Science or T.A.S... would make the world a much better place, a place that the likes of Chaput would profit not as much. Hence my view.”
“Right” went Miles. “That is 3 of the 4 views given. For the fourth now: the Chancellor Ayane. Your view on this matter most secret?”

Given that I am a Kunoichi, a female Ninja, I find that's essential for nations to undertake these things. but be forewarned that they will also incur the wrath of the shinobi should a forgien spy attempts to seal anything valuable. From my nation or my clan.

“I will take that in note for giving the next order” muttered Chaput.
“Now we have their views on those dark arts of information and spying agencies” declared Miles in a loud tone that overshadowed Chaput’s mutter... at least from the audience. “ Now for zee omega issue of the day. The ultimate issue will be on the border clashes that are increasing likely around the globe. I ask first Mr Chaput on what his view on the matter and any tactics he would give on dealing with a great generator... of tension!”
“Well...” went George Chaput, clapping his hands in a crawling manner. “It is an issue of... business. As you know people tend to trust people like me when they cannot trust each other. It is foolish for them and probably fatal but is it is very good for us... workers of darkness.”
Chaput then made a evil cracking laugh while picking up his glass of water... and pouring it on the ground. People were shocked until he spoke:
“That is... what politics do” went Chaput. “Water is life. The glass is that which holds it. Politics is the hand. The hand threatens to pour on other hands. Sometimes... the hand just does not do its job. It fails. The glass either falls or simply pours the water... down. The border clashes may be good for my business but not for the security of the world. I predict a series of conflicts will emerge that will... eventually turn into a world war or with the Corcusants a star war. Diplomats will have to do their work and hope that their words will overshadow the bumbling yells of the military officials. If all is lost you can rely on the whispers of the spies... to probably make things worse... or better. Hopefully both at once. I like my business.
“The increasing tensions between Russia and Sindhustan will probably generate the first proper border wars that will turn maybe into... total war. The S.U.D.S will... probably get involved. The Raiju, Zule, JLA and maybe even the S.U.D.S will get angry at each other as they claim land. The Downfall Gang are in tension with Russia... likely to generate a two front war. Whatever the case: predict the Olympics to not be hosted for some time as total war emerges around the globe. That is my view on the border disputes: CHAOS!”
“Ok...” went Miles. “To Antilles I ask: so what is your view on the matter?”

Largely, I would keep neutral in the affairs of border skirmishes. Unless, as demonstrated by ? ? ?istan, encroach into our Sphere of Interest. Given the situation between Russia and the Downfall Gang and my policy of repairing relations between the Republic and the Downfall Gang, I would side with the Downfall Gang in their territorial claims in Europe.

“I see” went Miles. “Now to Ozerov: what is your view on the matter?”
“War is death: death for the countless many, for the possible developments that could have been made from individuals that died, resulting in the whole collective of humanity not gaining a breakthrough... possibly. I hope nations sort their disturbs peacefully or we will face suffering. To end this... humanity must shake away from the darkness of war and embrace the light of peace. That is what I say.” After saying this Ozerov placed his hands together and place his head low. He whispered to himself: “how I fear total war for it will bring the ultimate suffering.”
“I see” went Miles. “Now for the last expression view for this episode. To Chancellor Ayane I ask: so what is your view on the matter?”
