I felt seeing our technologies being copied as a threat to our own existence. Maintaining a technical superiority for us is extremely important to us so that no one one-ups us, militarily.

“It is a matter of the most... historical. It is a... notion that is... rather natural in many ways.” Ozerov then drank some water and continued to talk. “Technology is by nature a source that cannot remain in one place. It is neither solid nor liquid but gas and like a gas it will not be contained. It is not simply liberal to not contain your technology to yourself but it is also progressive and keeping the laws of existence. Trying to contain technology is... a waste of resources in many ways. The British tried to keep the industrial revolution to themselves. They failed. It is important that technology is spread out as oppose to selfishness trying to keep it. The S.U.D.S is barrowing Corcusant methods because it is a natural scientific occurrence. It is in trying to keep things to one self... property... that is the issue of concern. Utopia would have arrived if people trusted each other enough to share everything. Science is the art of peace. Let us move to peace... even if it ironically includes the copying of military technology. That is my view on the matter.”
“I see” went Miles. “So to I ask you Antilles of your view on this matter of technology barrowing. Right, wrong or neither?"

Would the Americans, during their time, give the Soviets any of their military technology freely? Not in a snowball's chance in Tatooine. The Americans knew for their own national security to stay ahead of the Soviets during the Cold War. Otherwise they would find themselves overrun by the Red Army, or worse, got the Czar Bomb dropped on them. The entirety of the Cold War, from my understanding when scouting Earth in the mid 1970's, was just an arms race to see who can build a bigger bomb. The Republic does not want to be in that position of being technologically inferior.
That was my argument way back we settled on this planet in New England, long before the Catyclism happened. But my colleagues chose to hide the Mayflower II along with it's cashe of technologies and start out on the level of the Roman Republic. If we had those techs, we would have defeated the barbarian horde and never gotten raped. Fast forward to the war against the Second Galactic Empire, they were at the same tech level as we are since Mariko "Barrowed" our materiel and technologies and used them against us. We don't want to be in a position where our own tech is used against us.

For 10 seconds George Chaput was in deep thought. Then he drank some water and began: “I would laugh at Antilles’s Cold War example if Antilles was worth my laugh. If I remember my history it was the maintenance of balance that kept tensions at a agreeable level. As each side developed their tech they out done the other... in a rather copy cat way. Imagine if one side had all the technology and the other none: the U.S.S.R’s acquirement of the bomb ceased the possibilities of nuclear war via forcing the U.S.A to consider the consequences. If one side had the bomb and the other did not... with a nastier situation then the likes of the Korean War which almost cause the drop of the bomb... we would either be all under the U.S.S.R or Uncle Sam would be posted around this room. Basically: technology monopolies are not only worthless but rather stupid.
“Also: if the Corcusants feel threatened by the S.U.D.S copying their technology... then I say: DEAL WITH IT, SPACE IMPERIALISTS! Muhahaha! You lot remind me of spoiled children. They want everything. When they not get everything... they break things and cause a fuss! All in all: try to keep technology to yourself and you will harm you in the long run. Since only a fool would do it... the destruction of the fool has a benefit to evolution... I guess. That is my view on the matter. Problem?”
“Err... ok” went Miles. “So to the second issue: research facilities. What is the limits should one put in making research facilities? Keep the at-the-moment-under-construction Triforce Facility in mind on this issue. O gleaming Chancellor of Corcusant: what is thy view on the matter?"

I'd like to point out that Mariko does not represent the views of the Republic. Moving on. I don't believe there should be limits on making research facilities, so long as the facility in question has enough funds to run and does not go into ethically questionable issues.

“It is... vital we scientists... who are a vital point of any revolution... are granted ALL the tools needed for the job. Our research facilities are needed to give maximum progress. The Triforce Facility I especially look forward to. Three science constructions based in one grand facility. Our understandings in biology, chemistry and physics with improve with the Athena Laboratories. The Chang’e Centre will lead us all through the stars with its research, maybe even beyond the realms that the Corcusants have reached... for both our benefits naturally. Finally Thunderfall may be set on war research but even I admit to enjoy visiting Kwan’s ion based weapon experiments. We still shorting the power issue but we will get through it. Hopefully though the ion weapons will find themselves serving in... peaceful purposes. I like peace. Science should be the art of peace. Let us all go to peace... via science... for science is the seeds of the revolution.”
