Well, sea zones don't restrict movement directly; what they do is basically serve as thoroughfares for players to use. Europe's Meditteranean is a very strategic sea and has plenty of chokepoints.
Though I think I will redo the Pacific and such. Small enough seas should be boxed off so that they can be blocked off if you have the provinces on the borders.

I think the oceans should be split purely for aesthetic purposes. Also, this would allow more regional tariffs.

In consideration of the setting there is the possibility of powers conducting archaeology operations to find out more about a area. This can include the finding of historic items that can give an influence boost... items that could be also taken by war or stolen via spies. A terror cell might for instance want the item to sell on the black market or to place in the leader’s dark lair on a Evil Genius type of influence calling.
