In links with the future setting... there is two other options to consider:
1) Sea bases and settlements, Alpha Centuari style. They would be... “a bit” more expensive than regular claims but they could prove additional power struggles.
2) Orbital facilities: think Call to Power. It would be expensive and you would have to have a lot of technology but may have benefits and would also be a diamond for RP.
