Statute #7 - Olympic Committee

Finland,
SEEING the mass carnage in Asia.
FEARING that such violence could spread elsewhere, necessitating a show of solidarity.
UNDERSTANDING that nations need a means to satisfy their desire for competition in a peaceful manner,
Hereby proposes the creation of a UN Olympic Games.
This Committee will help expand the economies of the host nations and foster peaceful, progressive use of our competitive energies. Finland proposes the following framework:
1) Five nations will nominate themselves to host the games every two years - slots are occupied first-come, first-serve. For the purposes of this resolution, the inaugural five will be the first five who vote yea, Finland excluded, for the Summer Olympics. This will alternate to the Winter Olympics, then back to Summer, and so on.
1a) Of these five nations, one will be randomly selected to host the game they nominated themselves for.
1b) Nations must wait a decade before they can host the same seasonal game again.
2) The UN will do its part to subsidise and oversee the games in the interest of world peace.
3) States that are at war, to avoid controversy, red tape, and represent the spirit of peace, will be ineligible to nominate themselves.
