Can the mountain territories be UN territories as well, like the Alps or the Himalayas? That would probably look very, very ugly. The UN has primarily been a sea-based organisation given the Second Dark Age. Controlling large land territories probably doesn't fit well with their history or mandate. Forgive me but can one of the NPC nations under the UN's wing include a country runned by a expy of a certain Susan Rojo? Each UN territory has its own self-government, so feel free. I'm not really going to detail how each UN territory is organised, but each can have any system of government it wants provided it is democratic and respects UN laws. If one wants cheap RP bonuses it'd be a good place to start.
