Just what it says. This is a thread to discuss mechanics and concepts for action chatrooms!
I'll start.
Final Frontier - I'd need a co-GM to work with, and we'd have to iron out a large table of alien races and such. Any volunteers?
Plus, I'm thinking about a conceptual Air/Land/Sea WW2 AC, but that's dependent on how well Flyboys does.

Oh, my, Lighthearter. /smites LH Why that... "avatar"? The flag was ok! Anyways, I have an idea for an AC! 3 in fact, but... 1. Zombie Apocalypse. Although that's an option, I'm not very much for this one. 2. International Brigades. Fight in Spain for the Republic to win! If all goes well, to be continued with a WW2 sequel (with the same chars if possible) 3. Kill all of the King's bastards. Players are a bunch of said bastards, who flee King's Landing because the Lannisters, after their father's (the King) death, are slaughtering them. So, they will be hunted down, instead of the usual, that they hunt down the bad guys.

Begging your pardon, sirs, but what is an Action Chatroom? When they first started appearing I picked up the gist of it: chat-based RPG, but I've never been clear as to how exactly they work or what players do, precisely.

Well, players make a character, and the GM puts missions they must do. The players communicate their actions to the GM and the GM rolls them.
ACs have a background according to which missions are played. And also, players usually upgrade abilities or buy equipment in the thread, and keep track of them.
Squad ACs, for instance, are the most popular, or at least those more frequent. In them, players are part of a military unit and shoot dodge, sneak in, etc. in their missions. The GM has a list of abilities and equipment and they purchase it with the points earned in missions. I use this term to refer to elite military teams of either present day, or 16th Century Central America, etc.

You have the general idea down perfectly. It is indeed a chat-based RPG. What happens specifically is this. One person, usually referred to as the "Game Moderator" or "GM" for short, creates a thread outlining what the game is, the basic plot and setting, and the various rules for it. After the thread is made, everyone else creates a single character, conforming to the rules and the plot. The GM generally then outlines days and times for sessions, often called "missions" (A vestigial from the PacWar times, where each session was a separate military mission), where all the players try to meet on the chat to move the plot forward.
In an actual mission, the GM generally starts with a "briefing" (Again a vestigial from the PacWar days), where he sets the mood of whatever is going to happen. You can say this is exposition. What happened the previous mission is often stated, to keep continuity in the game. After the initial briefing, the actual mission starts. The players then interact with each other and NPCs. Generally, a post an action, and then the mod tells the result of said action. A result is generally determined either by dice roll, the mod's judgment, or a mixture of both.
So, in a nutshell, it's like DnD if we remove the board and all the stats. ACing is really fun, and I suggest you try it soon. Right now, we have three games running on CFC. The Day Before is a survival horror as an unstoppable End of Days comes raining down. Metropolis 2 is a superhero/villain world, where two rival organizations of typical comic book morality fight each other for dominance. Flyboys is sort of a beta AC, testing to see if air combat would work in an AC enviorment.

Because my D&D group never let me play free-form. Thanks, all, for the briefing; a few had caught my eye, but since I didn't know how they worked I was hesitant to jump in.
